WHY THIS MATTERS

State-led planning can change the scale and pathway of development.

NSW planning rules provide State Significant Development pathways for certain large housing proposals, including government housing projects over 75 homes. SSD applications are assessed at state level rather than as an ordinary local development application.

Separate Housing SEPP provisions can also provide height and floor-space bonuses in qualifying affordable-housing developments. These rules do not mean every local control is automatically discarded: the applicable controls and any proposed variations need to be identified and assessed for each project.

The community question

How should Maroubra accommodate more housing while protecting reasonable standards for design, amenity, infrastructure, open space, trees, traffic and the relationship between new buildings and existing homes?

CASE STUDY

8–30 Yorktown Parade, Maroubra

Homes NSW currently describes a seven-storey building of around 84 social homes on a 3,440 m² site, with shared outdoor space, a community room, bicycle storage and around 47 basement parking spaces. The project has not yet reached the SSDA exhibition stage; Homes NSW says an application is expected in late 2026.

Scale & transition

Ask for exact height, setbacks, building separation, massing and how a seven-storey form transitions to adjoining lower-rise homes.

Privacy & sunlight

Request view-line diagrams, overlooking controls and verified shadow studies for neighbouring homes and private open space.

Traffic & parking

Ask how resident, visitor, service and construction traffic will be managed and how parking assumptions reflect local conditions.

Trees & open space

Seek clear figures for tree retention/removal, deep-soil area, canopy targets, communal open space and replacement planting.

Infrastructure

Ask for evidence on transport, drainage, waste, schools, health and community services, including cumulative impacts from nearby projects.

Demolition & hazards

Ask how hazardous materials, unassessed subsurface areas, dust, noise, waste and unexpected contamination will be controlled during demolition.

Context matters: the stated purpose of the project is to add social housing. Residents can support that objective while raising specific planning concerns, or take a different view. Strong submissions are evidence-based and focus on the proposal’s actual impacts and possible design responses.

Alternatives

What lower-scale design options were tested? Could the same housing objective be delivered with different massing, setbacks, dwelling mix or site planning?

Cumulative impacts

How has the assessment accounted for other approved, proposed and under-construction housing projects in the immediate area?

Neighbour amenity

What are the quantified impacts on solar access, privacy, outlook, noise, wind and visual bulk for the closest existing homes?

Parking & movement

What evidence supports the proposed parking provision, and what are the expected effects on Yorktown Parade, Fitzgerald Avenue and event-day conditions near Coral Sea Park?

Construction & demolition

What controls, monitoring, complaints process and stop-work triggers will apply for asbestos, hazardous materials, dust, vibration, soil contamination and unexpected finds?

Make your own submission count.

Use specific, first-hand impacts where possible. Refer to documents, measurements or photographs. Explain the change you want considered. Avoid form-letter wording when you can: a personal, evidence-based submission is clearer.
